HEY THIS APP STOPPED WORKING on OSX 10.10 (Yosemite)
This relied on the /sbin/ipfw command which Apple removed and replaced with something else. So it will do nothing. Look at console app and you'll see permission denied (because the command does not exist anymore).
The fastest way I found for now to quickly limit upload (for all ports) is to use Network Link conditioner (part of XCode's IO Hardware tools).
